No permit shall be issued for the drilling of an oil and/or gas well except upon real estate owned by the applicant for the permit, or held by the applicant under a lease or drilling contract from the owner, giving such applicant permission to drill the well, and nothing herein contained, nor any permit issued hereunder shall be deemed to grant any right or license to the permittee to enter upon or occupy any land, or to commence in any respect upon drilling or production operations thereon except by the written permission of the owners.
