The applicant shall, at the time of presenting his application, provide methods of conveying the effluent from the site of the well to a site acceptable to the Safety-Service Director and shall forthwith provide means and methods of conveying any oil or gas from the site of such well to a storage tank or place located outside the Municipality. Council may in its discretion allow any permittee to lay the pipeline from its drilling site to its oil tank storage area on public property.
