A plat must be submitted at the time the application for a drilling permit is made showing clearly the location of the drilling site, location of the oil tank storage area, and the location of the pipeline between drilling site and oil tank storage area. Council must approve the location of such line and may in its absolute discretion require a change of route for the pipeline, in whole or in part. In all instances where the pipeline crosses private property, easements must be acquired for such pipeline and proof of same filed with the application for a drilling permit.
