No person, firm, association or corporation shall commence to drill a well for oil and/or gas within the corporate limits of the Municipality until such time as such person, firm, association or corporation has wholly complied with all provisions of this chapter and permission has been granted to the person, firm, association or corporation by the issuance of a drilling permit as hereinafter provided.
