(a) When the Village Administrator causes land to be cleaned of litter, as provided in Section 557.04, a statement of the costs thereof shall be mailed to the owner of such land by certified mail, return receipt requested. Such statement of cost shall include the following costs of the Municipality:
(1) Administrative and supervision.
(2) Transportation of equipment.
(3) Equipment rental.
(4) Equipment operator.
(5) Incidental labor.
(b) The minimum fee to be charged shall in no case be less than eighty dollars ($80.00) per hour.
