(a) No person shall keep or harbor any animal or fowl in the Municipality so as to create noxious, or offensive odors or unsanitary conditions which are a menace to the health, comfort or safety of the public.
(b) No person being the owner of or having the charge or control of any animal or fowl, other than cats or dogs, shall cause or permit the same to be housed or kept in any building, coop, cage or enclosure of any kind or description which is nearer than 100 feet from any inhabited dwelling within the Municipality.
(c) Whoever violates this section is guilty of a minor misdemeanor.
