373.11 IMPOUNDING BICYCLES.
   (a)   In addition to the penalties otherwise provided in Section 303.99, the Police Department may impound any bicycle used in violation of the provisions of the Traffic Code and may charge a one dollar ($1.00) storage fee. If the bicycle is owned by a juvenile, the Police Department may retain the bicycle until it is claimed by the parents or guardian of the juvenile.
   (b)   Whenever any bicycle remains in the possession of the Police Department unclaimed for a period of ninety days, such bicycle shall be sold under the direction of the Chief of Police at public auction to the highest bidder after notice of such auction has been given for not less than two weeks by three publications in a newspaper of general circulation within the Village.
