145.01 BUILDING SUPERINTENDENT AND ASSISTANT WATER/SEWER ADMINISTRATOR.
   (a)   There is hereby created the position of Building Superintendent and Assistant Water/Sewer Administrator.

   (b)   The Superintendent shall be appointed by the Mayor and serve at the pleasure of the Mayor.
   (c)   The Superintendent shall be or become a resident of the Municipality within sixty days of his appointment. He shall have had experience in one the following areas: zoning, reading of blueprints, enforcement of building codes or basic knowledge of the building trades unless such experience is waived by a majority of Council.
   (d)   The Superintendent shall have the following duties:
      (1)   To make or supervise housing inspections for the Municipality as required by the Department of Housing and Urban Development.
      (2)   Issue or provide for and supervise the issuance of the various permits required by the Zoning Ordinance, Building Codes and Subdivision Regulations.
      (3)   Supervision of or enforcement of the various Codes of the Municipality within his area of authority.
      (4)   Collect or provide for and supervise the collection of the various fees as determined by the Municipality, wherein no other person is charged with the collection of the same.
      (5)   Determining fees for permits and services heretofore fixed by ordinance or resolution, subject to confirmation of Council.
      (6)   Keeping of detailed records pertaining to the Building Department, including the number of permits issued, inspections, corrective measures, enforcement proceedings and fees collected.
      (7)   Advise and furnish the Planning Commission, Zoning Board of Appeals, Mayor's Advisory Board or Urban Renewal and Municipal officials, when requested.
      (8)   Supervise other members of the Building Department and all functions of the Department.
      (9)   To perform such other duties as may be hereafter prescribed by Council.

      (10)   Assisting the Safety-Service Director as directed by the Director in the various Departments, including the Water and Sewer Departments.

   (e)   The Superintendent shall furnish bond to the Municipality in the amount of one thousand dollars ($1,000).

   (f)   The Superintendent shall pay to the Treasurer daily all fees collected with a proper accounting thereof.
