139.03 COMPOSITION.
   The Police Department may have maximum authorized personnel, as follows, to-wit:
   (a)   One Chief,
   (b)   One Captain,
   (c)   One Sergeant,
   (d)   One Detective,
   (e)   Eight Patrolman,
   (f)   Four Dispatchers,
   (g)   Four extra Policemen,
   (h)   Four extra Dispatchers,
