(a) There is hereby created an auxiliary police force, to be known as auxiliary policemen. Members of the auxiliary police force shall be appointed by the Mayor. There shall be no more than ten auxiliary police officers.
(b) Such auxiliary policemen shall serve so long as the Mayor may direct or until a resignation, submitted by such members, shall be accepted by the Mayor.
(c) Members shall be residents of Crawford or Richland County, and may not be under the age of eighteen at the time of their appointment.
(d) The Chief of Police shall be the commanding officer of the auxiliary police force, subject to rules and regulations promulgated by the Mayor, and shall have control of the assignment, training, stationing and the direction of the work of such force. The auxiliary police will have all police powers, but shall perform only such police duties as assigned by the Chief of Police and shall act only when in the prescribed uniform or portion of uniform. Auxiliary members shall obey the chain of command of the division of police and shall take orders from all regular members thereof.
(e) The Mayor is hereby authorized to prescribe the type of uniform or part thereof which shall be worn.
(f) The Mayor shall prescribe the rules and regulations for the conduct and control of the auxiliary police force. All services performed by auxiliary policemen shall be on a voluntary basis and within the Municipality. Auxiliary policemen shall serve without pay.
(g) Neither the Municipality nor any agent nor representative of the Municipality, nor any individual, firm, partnership, corporation, nor receiver, nor trustees or any other agent thereof, who in good faith, executes any executive order, rule or regulation promulgated pursuant to the provisions of this chapter, shall be liable for injury or damage sustained to any person or property as a direct or proximate result of such action.
(h) The Mayor is hereby authorized and directed to promulgate rules and regulations as, in his discretion, are either necessary or desirable, in the administration of such auxiliary police force.
(i) The provisions of this chapter individually or in total shall not be construed as intended by Council to be in conflict with any Federal or State statute, or with any military or naval order, rule or regulation.
(j) The Mayor is hereby authorized and directed to enter into a contract with the Industrial Commission of Ohio to provide Workers' Compensation Coverage for auxiliary policemen on such terms as are required by the Industrial Commission of Ohio.
