(a) In order to properly regulate the operation of bicycles and other vehicles in the parks and playgrounds of the Municipality, and to protect and safeguard life and property while in such parks and playgrounds, bicycles and all other types of vehicles while in such parks or playgrounds shall be under the direction of the Recreation Board.
(b) The Recreation Board is given and granted the power to regulate and designate where bicycles and other vehicles shall be parked while in the parks and playgrounds.
