925.12 EXTENSIONS OF LINES.
   (a)   Any extensions of main water lines other than in subdivisions shall not be less than six inches in diameter and shall include fire hydrants.
   (b)   Such lines, as well as all fittings and other appurtenances shall meet the American Water Works Association standards, and shall be installed in accordance with plans and specifications submitted to and approved by the Municipality. Upon completion of the extension paid bills covering the installation costs shall be filed with the Municipality.
   (c)   None of the foregoing shall be construed as preventing the Municipality from extending their main water lines where they deem it necessary to eliminate dead ends or improve fire flows, nor to preclude methods provided for by petition and assessment and/or otherwise by request of property owners.
