The Municipality will on deposit of twenty-five dollars ($25.00) test a meter. If the meter is found to over-register by an amount exceeding three percent (3%), another meter will be furnished and proper reduction made on the water bill and the deposit will be refunded. If the meter does not over-register by an amount exceeding three percent (3%), the deposit shall not be refunded and the bill must be paid as rendered.
