925.04 METERS.
   (a)   The Village Administrator or his authorized subordinates shall have access at all reasonable times to the premises supplied with water for the purpose of reading meters and to see that all rules are observed or to make any necessary examination of plumbing and water fixtures. In case the meter is not accessible in a reasonable length of time, the service may be discontinued until a reading is obtained and bill paid.
   (b)   Meters shall be furnished by the Municipality up to and including two-inch meters and shall be set, removed or adjusted by their employees only. The location of the meter must be provided by the consumer so that the meter can be set in place without disturbing any of the water piping. Any alterations required to conform with this shall be done by and at the expense of the consumer. Meters shall not be installed in coal bins, or other inaccessible places.
   (c)   On property where there is no cellar or basement a suitable place for a meter must be provided inside the building, provided that existing meter boxes or meter vaults will be permitted in lieu of a suitable place inside the building.
   (d)   If a meter installed on the premises is stolen, damaged by freezing, fire, hot water or any other way due to the neglect of the consumer or property owner, the cost of repairs or replacement shall be paid by the property owner or consumer.
   (e)   If the Village Administrator finds that a meter seal has been tampered with or broken or any by-pass inserted and there is evidence that the meter has been tampered with in any way, the water shall be shut-off and shall not be turned on again until the consumer or owner of the premises shall pay for the estimated quantity of water, which has been used and not registered, and all damages to the meter have been paid.
   (f)   In cases of a double or duplex or other dwellings with only one meter supplying two or more families, the property owner shall be liable for all bills.

   (g)   Outside reading devices for the Water Department shall be required for all users of water delivered by the Crestline Water Distribution System.
   (h)   The installation of outside reading devices shall be in the priority established by the Village Administrator.
   (i)   There shall be charged to each user the sum of ten dollars ($10.00) for such installation of an outside reading device. Unless requested in writing by the user, such ten dollars ($10.00) shall be added to the next following water billing. The type of reading device and the means of installation shall be determined by the Village Administrator.
