925.01 INSTALLATION AND TURN-ON.
   (a)   All applications for installation of services for water or applications for a turn-on of existing water services must be made to the Water Clerk in writing.
 
   (b)   No person except an authorized employee of the Municipality will be permitted to tap or make any connections with the water mains or distribution pipes.
 
   (c)   No application for water services shall be accepted until all past due water or sewer accounts contracted by the applicant or spouse have been paid in full.
   (d)   All new accounts, or requests for service established after the effective date of this section shall require a deposit in the amount of one hundred eighty dollars ($180.00) prior to service being established. Such deposit shall be held by the Village of Crestline and applied to any unpaid balance upon shut-off or termination of service. Any remaining balance may be returned to the account holder.
      (1)    Any transfer of existing service shall not require a payment of an additional deposit, provided that all billings are current at the time of transfer.
      (2)    Nothing herein shall relieve a landlord, property owner or tenant for the joint liability provisions for unpaid water service bills as set forth in Section 925.09 herein.
