(a) All subdividers and owners of property outside the Municipality desiring to be annexed to the Municipality and desiring to be supplied with water by the Municipality, are hereby required to provide for sanitary sewage disposal in accordance with the plans and specifications of the Municipal Engineer. Such sewage disposal plans shall provide for the use of the existing sewage system now owned and operated by the Municipality unless the cost of providing sanitary sewage disposal and connections with the central system would be extremely excessive.
(b) Each subdivider or property owner required to use the central sewage system of the Municipality shall pay for the cost of the construction of such sanitary sewer to one of the main lines of the central sewage system and shall further be assessed a tap-in charge for each and every lot using the sewage system.
