905.01 CONSTRUCTION AND REPAIR OF SIDEWALKS.
   (a)   Any and all sidewalks hereafter constructed shall be constructed of concrete. All sidewalks on Main Street and Bucyrus Street shall be six feet wide; on Thoman and Seltzer Streets between Main Street and the Conrail right of way shall be eight feet wide; and on all other streets shall be four feet wide, except as hereinafter provided. Where any of the above streets pass through the business portion of the Municipality, all sidewalks on the street in front of any business place shall extend from lot line to curb line.
 
   (b)   All sidewalks, hereafter constructed on any public street or highway within the Municipality, shall be not less than four inches in thickness, and shall be laid according to grade and so that the top surface of the walk shall at all points coincide with a line described as follows: beginning at the curb line at the established grade as determined by the engineer; thence extending to the street line at right angles to the curb grade with a rise of three eighths of an inch to the foot. Where a driveway crosses a sidewalk, that part of the sidewalk shall be six inches thick. All sidewalks shall be laid under the direction and to the acceptance of the Engineer or the Safety- Service Director
 
   (c)   Any sidewalk hereafter laid can not be raised or lowered without the approval of the Safety-Service Director.
 
   (d)   Before any walk is laid, all soft and spongy ground shall be removed, and such places together with all other depressions, shall be filled with suitable soil, which shall be thoroughly compacted by flooding, tamping or both, as the Engineer or the Director may direct. All fills shall be made in such manner as will properly support the walk.
 
   (e)   Only the best grades of Portland cement shall be used in concrete walks. All sand used shall be clean, coarse and sharp. All crushed stone used shall be from clean, sound, hard and durable rock, and shall be screened when dry. Screened gravel used shall consist of clean and hard particles and vary in size, and shall pass through a one and one-fourth inch mesh. Unscreened gravel used shall be clean and hard and contain no particles larger than one and one-fourth inch. Proportion of material for concrete walks shall be one part cement, three parts sand or screenings, and five parts crushed stone or gravel. The wearing course shall have a thickness of at least three-fourths of an inch and shall be of the proportion of one part cement to two parts sand or screenings. The mortar shall be of such consistency as to not require tamping, but can be readily floated with a straightedge. The surface of all sidewalks shall be broom finished. Suitable provisions shall be made for the expansion of walks. When completed, the walk shall be protected from traffic and the elements for at least three days. All forms used shall be removed.
 
   (f)   All repairs hereafter made on any and all sidewalks shall be made with the same material as that used in the original construction of the walk and to the satisfaction of the Engineer or Safety-Service Director.
 
   (g)   Any and all sidewalks hereafter laid on any public street or highway in the Municipality in a manner inconsistent with the provisions of this section shall, on recommendation of the Director be ordered relaid to conform to the provisions of this section, within the time allowed by law after service of notice to construct such sidewalks. However, if such sidewalk was built or constructed pursuant to a notice theretofore given, to build or construct such sidewalk, and the walk is then built or constructed contrary to the provisions of this section, the Administrator may order such sidewalk to be torn up and construct the same according to the provisions of this section without further notice. In any and all cases where Council builds or constructs any sidewalks, the entire cost and expense incident thereto, shall be charged to the abutting property and collected as provided by law.
 
   (h)   Hereafter sidewalks shall be located as follows: On streets forty feet or more in width, the inner edge of the sidewalk shall be one foot from the lot line. On all streets less than thirty-three feet in width, the inner edge shall be the lot line. It shall be the duty of the Engineer to give and fix the grade and alignments of any and all sidewalks hereafter constructed. When such grade and alignment is given, the Engineer shall take into consideration the sidewalks that are now constructed along the streets, so that as far as possible a uniformity can be maintained. All grades and alignments shall be in conformity to the established Municipal grades.
