(a) No person, firm or corporation shall transport sewage, garbage, ashes, animal or vegetable refuse, dead animals, animal offal, or trash which has been collected within the Municipality, over the streets or alleys of the Municipality unless such person, firm or corporation has been issued a permit therefor by the Municipality.
(b) For the purpose of this section, the term "trash" shall be defined to include aluminum cans, glass, newspaper and newsprint, other metal cans, cardboard, plastics, aluminum scrap material, plastic milk jugs and other material which may be considered recyclable.
