(a) The practice of going in and upon private residences in the Municipality by solicitors, peddlers, hawkers, itinerant merchants or transient vendors of merchandise not having been requested nor invited to do so by the owner or owners, occupant or occupants of private residences for the purpose of soliciting orders for the sale of goods, wares, services and merchandise and for disposing of and/or peddling or hawking the same is declared to be a nuisance and punishable as such nuisance as a misdemeanor.
(b) A separate offense or violation shall be deemed committed with respect to each person or residence solicited.

Persons engaged in the sale of milk, milk products or food shall present satisfactory proof to the Safety-Service Director that they have complied with applicable health laws and rules and regulations before being entitled to receive a license under the provisions of this chapter.

(a) No person shall distribute handbills or any other advertising matter within the Municipality, by either distributing the handbills or advertising matter from house to house, or by giving the same to any person or by putting the same in any motor or other vehicle, or by distributing same from an airplane without first obtaining a license to do so from the Safety- Service Director.
(b) The fee for such license shall be not less than ten dollars ($10.00) nor more than twenty-five dollars ($25.00) per day.
