In case any property owner shall fail, neglect or refuse to construct, reconstruct or repair a sidewalk within the time limit herein provided, or in case any such work of construction, reconstruction or repair shall not conform in every respect to the requirements hereof, the borough shall have authority to do such work or to rectify such nonconforming work, or to cause the same to be done, and to collect the cost thereof, with 10% additional, from the owner of such abutting property, in the manner provided by the Borough Code.
