In the event that any burglar alarm system utilized by any individual, household or business within the borough, should malfunction or be set off accidently more than one time per any 12-month period and cause the police of the borough to answer said alarm, a service fee, in an amount as established from time to time by resolution of the Borough Council, shall be levied against the property to which said system is attached for each false alarm which occurs more than one time during any 12-month period.
