(A) The Mayor shall notify the owner in writing, by certified mail or personal service, that any noxious weeds which shall be growing on his or her property contrary to the provisions of § 91.037, shall be cut or destroyed within seven days after receipt of such notice.
(B) Said notice shall be required to be provided to an owner only once each calendar year.
