§ 75.10 UNLAWFUL TO TAMPER WITH IDENTIFICATION NUMBERS OR CARDS.
   It shall be unlawful for any person to remove destroy, mutilate or alter the frame number of any bicycle or license plate, seal or registration card during the time in which such plate, seal or card is operative; provided, however, that nothing in this subchapter shall prohibit the Borough Enforcement Officer, or someone in his or her office designated by him or her, from stamping numbers on the frames of bicycles on which no serial number can be found or on which the number is illegible or insufficient for identification purposes.
