It shall be unlawful for any person to ride or operate a bicycle upon any of the streets, highways or public place within the borough, unless such bicycle shall first have been properly registered and tagged as hereinafter provided; provided, the provisions of this subchapter relating to the registration and tagging of bicycles shall not apply to bicycles customarily kept outside the borough limits, owned by a nonresident of the borough, and operated in the borough by such nonresident.
