(A) The Road Committee Chairperson, and in his or her absence the Mayor, and in his or her absence the Council President, shall see to the snow removal from the borough streets which in his or her opinion is necessary for the safety and convenience of the public.
(B) Priority will be given to those streets, as follows:
(1) Streets upon which emergency services such as fire stations or ambulance garages are located;
(2) School and church loading or unloading areas; and
(3) Narrow or congested streets.
