(A) It shall be unlawful for any person to operate a vehicle rated in excess of one-half ton or to operate any vehicle with another vehicle in tow, upon River Street, between Pottsville Street and the North Manheim Township line.
(B) The exception to division (A) above shall be when it is necessary to deliver goods, wares or merchandise to properties located upon such street or portion of said street, or to pick up goods, wares, merchandise or refuse from any such property.
