§ 31.02 SPECIAL MEETINGS.
   Any desired special meeting may be called by passage of a motion in a regular meeting, or by a written request of two members/or the President of Borough Council conveyed to the Borough Secretary/Treasurer. The motion or request shall state the purpose of the special meeting as well as the proposed date and time of the proposed meeting. The Borough Secretary/Treasurer shall immediately notify each member of the time and purpose of the meeting and shall have notice thereof published in a local newspaper generally circulated in the borough as required by the Borough Code.
