The applicant shall notify, in writing, the Sewage Enforcement Officer when the installation is completed and ready for inspection. No system or structure designed to provide individual or community sewage disposal shall be covered from view until written approval to cover the same has been given by the Sewage Enforcement Officer. If 72 hours have elapsed, excepting Sundays and holidays, since receipt of said written notification of completion of construction, the applicant may cover said system or structure unless permission has been refused by the Sewage Enforcement Officer.
