It shall be unlawful for any owner, occupant, person or corporation controlling or managing land in the city to permit a nuisance thereon through the accumulation of rubbish or excessive growth of weeds, grass and similar items. Any officer designated by the city's legislative body may give five days written notice to remedy such situation and said notice shall be hand-delivered and/or mailed by regular mail to the last known address of the owner of said property to comply, the City Clerk is authorized to send employees of the city upon the property to remedy the situation.
