If, in the judgment of the Building Inspector, the work performed by the persons responsible under § 91.50 is unsatisfactory, or has not been performed in accordance with the applicable city specifications, the Building Inspector shall give written notice thereof to the persons responsible under § 91.50 and shall proceed under the provisions of § 91.54.
