(A) No person, firm, or corporation shall cause to be deposited on the streets and right-of-ways of the city any mud or other debris.
(B) No person, firm, or corporation responsible for the deposit of mud or other debris upon the streets or right-of-way shall fail to remove the mud or debris within a reasonable length of time thereafter.
