Any material violation of §§ 91.08 or 91.09 is declared to be an unsafe and dangerous practice, for which the Building Official may issue a stop-work order. The action by the Building Official shall be in addition to any other remedies, civil or criminal, which may be available. Each day that the mud, dirt, sticky substances, litter, or debris remains on the streets, alleys, or other public places shall be considered a separate violation.
