The city shall have a lien upon the entire property from which the mud, dirt, sticky substances, litter, or debris originated and to which the offending vehicle was proceeding to secure the costs of removing same and cleaning the street, alley, or other public place pursuant to § 91.09, and further to secure the expenses incurred by the city in the collection of the aforesaid costs. The lien may be enforced by an action for the foreclosure thereof.
