Back fills for any opening in the street, sidewalks, or public thoroughfare, shall be started at points of greatest depth and shall be made in successive layers horizontal to the plane of the finished subgrade, not more than six inches deep and reasonably free from large stones and substances that will decay and cause a settling and each separate layer shall be thoroughly tamped. The back fill shall be thoroughly saturated with water and allowed to settle prior to laying the pavement. At no time during the prosecution of the work shall the street be blocked to moving traffic.
