§ 72.03 LIMITATIONS OF STOPPING AND PARKING.
   It shall be unlawful for the operator of any vehicle to stop or park such vehicle except in a case of real emergency or in compliance with the provisions of this traffic code or when directed by a police officer or traffic sign or signal at any time in the following places:
   (A) On the mainly-traveled portion of any roadway or on any other place in the roadway where vehicles stand in any manner other than as specified in § 72.02.
   (B) Within 30 feet of an intersection.
   (C)   On a sidewalk.
   (D)   In front of, within four feet of a public or private driveway, or within ten feet of a mailbox, between the hours of 8:00 a.m. and 6:00 p.m., Monday through Saturday.
   (E)   Within 20 feet of a fire hydrant.
   (F)   Within a crosswalk.
   (G)   Alongside or opposite any street excavation or obstruction when stopping or parking would obstruct traffic.
   (H)   Close enough to any railroad track so as to obstruct the movement of locomotives or cars.
   (I)   On that portion of public property located between the sidewalk and the curb-line of the street.
   (J)   In any yard, grassy, unpaved or ungraveled area, unless at least two wheels of the stopped or parked vehicle are on the paved surface of a public street. Provided however that a person shall not be deemed guilty of violating this division if said person has stopped or parked in an area clearly designated as a parking area for a special event in the city for the purpose of attending said special event. A "special event" as used in this division shall include a church or civic festival, event, presentation, rally, or family reunion or other noncommercial event designed to attract an unusual number of people for a limited time not to exceed four days. The promoter of any said special event shall apply to the city for a permit, which permit shall specify which unpaved areas shall be designated and utilized as parking for the special event. In designating said parking areas for the special event, the city shall consider public safety and convenience and maintain access for all emergency and police vehicles to all roads and buildings in the city, as well as free access by the general public to all public streets and rights-of-way within the city.
   (K)   It shall further be unlawful for any person to park overnight or abandon any semi-tractor, with or without a trailer, or any semi-trailer, with or without a tractor, or any semi-tractor truck and trailer together, or any commercial truck, in any location within the city, except in a properly marked loading dock area.
