(A) The city may levy annually an ad valorem tax in such amounts and against such real estate and property authorized by state law (See Chapter 95).
(B) The ad valorem tax is levied to pay the general cost of carrying on the business of government of the city, as provided in the adopted budget.
(C) Taxes are due on October 31st of each year.
