§ 34.02 CITATION OFFICERS.
   (A)   As provided in KRS 83A.087, the city may authorize the employment of citation officers as needed. The person or persons are to be appointed by the Mayor and shall be deemed capable of diplomatically representing the city, while serving under the general supervision of the Mayor. A position description and educational or experience qualification will be established by the Mayor in making the appointment.
   (B)   Citation officers shall not have the powers of peace officers to make arrests or carry deadly weapons, but may issue citations incorporating the mail-in ticket procedure of § 92.99 upon observation of:
      (1)   Nonmoving motor vehicle offenses.
      (2)   Violations of city ordinances except for moving motor vehicle offenses and except for offenses which constitute a violation of the Kentucky Penal Code.
   (C)   The procedure for citations issued by a citation officer shall be as provided in KRS 431.015.
   (D)   This section shall not be a limitation on the power of a citation officer to make an arrest as a private person as provided in KRS 431.005 relating to a felony.
