(A) Every grantee shall make available to any subscriber upon request a “lockout” device for blocking both video and audio portions of any channel(s) of programming entering the subscriber’s premises.
(B) The device shall be provided at a reasonable charge, except to the extent that federal law specifically provides otherwise.
(C) The grantee may, however, require a reasonable security deposit for the use of the device.
(D) This section shall not apply to channels that are on the basic or expanded basic tier of programming unless the subscriber receives service via a programmable terminal device, such as a converter.
