Section 5.1 Adoption and effective date.

The adoption, amendment, repeal, pleading, or proving of ordinances shall be in accordance with general law unless otherwise provided for by this charter. All ordinances and resolutions shall take effect upon adoption unless otherwise provided for by general or local law or this charter.
