Section 4.2 City manager; appointment; powers and duties.
   The board shall appoint a city manager who shall be responsible for the administration of all departments of the city government. The city manager shall have all the powers and duties conferred by general law, except as expressly limited by the provisions of this charter, and shall have the additional powers and duties conferred by the board as authorized by general or local law.
