§ 51.15 DEVELOPMENT FEES.
   (A)   Development fees are to be charged instead of connection fees when water and sewer lines and all other appurtenants, such as meters, meter boxes, valves and the like, including sewer pump stations are installed by a developer of ten or more new residential units, per phase developed, according to the city’s specifications.
   (B)   The plans for the development must be approved by an engineer designated by city.
   (C)   The cost of the engineering review shall be paid by the developer prior to approval of the final plat or issuance of any occupancy permit. The cost shall be as established by the annual rate schedule.
   (D)   All fees must be paid at the time that the plumbing permit is obtained.
