(A) Department established. There is hereby established a department of the municipal government which shall be known as the Street Department. It shall embrace the Street Committee, the Superintendent of Public Works, and the employees. The City Engineer shall serve as ex officio officer.

(B) Committee on Streets. The City Council’s Standing Committee on Streets shall exercise a general supervision over the affairs of the Street Department. It shall ascertain the needs and conditions thereof and shall, from time to time, report the same to the Mayor and City Council.
