§ 71.23 UNLAWFUL POSSESSION OF HIGHWAY SIGN OR MARKER.
   Traffic control signals, signs, or markers owned by the city shall be possessed only by the city’s employees, police officers, contractors, or its employees engaged in highway construction, contract, or work upon the roadways or public ways approved by the city. No person shall possess a traffic control signal, sign, or marker owned by the city, except as provided in this section, without the prior written authority of the city. It shall be a violation of this section for a person to possess such a traffic control signal, sign, or marker without lawful authority.
