(A) Sewer user charges. The following sewer charges shall apply to all users of the sewer wastewater system based upon the amount of water consumed by the user:

First 1,000 gallons | $17 minimum per month |
Over 1,000 gallons | $2 per 1,000 gallons |

(B) Computation of wastewater service charge. The sewer service charge shall be computed by the following:
