§ 51.065 CONTRACTOR INSTALLS EXTENSIONS.
   (A)   The city shall approve all plans and specifications for any extensions. Before any extensions are installed, the plans and specifications shall be reviewed and approved by the State Environmental Protection Agency.
   (B)   Ownership, rights-of-way, and title shall be conveyed to the city for all extensions installed by anyone other than the city. The city will maintain the mains after they have been inspected and approved by the Municipal Engineer.
   (D)   No extension will be permitted if in the opinion of the City Council the system does not have the necessary capacity to serve the proposed extension. All legal and engineering fees associated with the extension and charged to the city shall be paid by the developer, unless otherwise provided.
