§ 50.01 UTILITIES DEPARTMENT AND COMMITTEE.
   (A)   Department established. There shall be an executive department of the city known as the Utilities Department. It shall include the Water Department, the Sewer Department, the Gas Department, the Superintendent of Public Works, the committee appointed by the Mayor, and the employees of the Department. The designated office shall be the City Hall.

   (B)   Utilities Committee. The City Council’s Standing Committee on Utilities shall exercise a general supervision over the affairs of the Department. They shall ascertain the condition and needs thereof and shall, from time to time, report the same to the Mayor and City Council so that a full understanding thereof shall be had and, generally, shall do all acts necessary to promote the efficiency of the Departments.
