Whenever this chapter authorized the Administrator to make a discretionary determination, all persons affected by that determination shall comply with it within 15 calendar days after receiving written notice of the determination and the reasons for it. Thereafter a failure on the part of any person receiving the notice to comply with the determination shall constitute a violation of this chapter.
