As provided in G.S. § 14-399, no person may place, discard, throw, drop or deposit or cause to be placed, discarded, thrown, dropped or deposited any solid wastes on the following:
(A) Any public street, sidewalk or storm drainage ditch within the town or on any other public property, except in properly designated receptacles.
(B) Any property not owned by him or her without the consent of the owner, occupant or lessee thereof.
(C) In any stream or body of water.
