As provided in G.S. § 14-399, no person may place, discard, throw, drop or deposit or cause to be placed, discarded, thrown, dropped or deposited any solid wastes on the following:
(A) Any public street or sidewalk within the town or on any other public property, except in properly designated receptacles.
(B) Any property not owned by him/her without the consent of the owner, occupant or lessee thereof.
(C) In any stream or body of water.
