Every taxicab driver shall search his or her taxicab thoroughly at the termination of each trip for lost articles which may have been left in the cab by passengers. Any article found shall be returned immediately to its rightful owner, if known, and otherwise it shall be deposited with the owner or operator of the taxicab and within 24 hours shall be turned over to the Taxicab Administrator.
