Every owner of taxicabs shall:
(A) Be responsible for ensuring that every taxicab owned by him or her is operated in accordance with the laws of the state and town, including the provisions of this chapter;
(B) Be responsible for ensuring that every taxicab is kept clean at all times, the exterior as needed and the interior at least once each day;
(C) Maintain on file with the Taxicab Administrator his or her name, business address, home address, garage address, telephone numbers of each address, names and addresses of all drivers, and the license numbers, motor numbers and the like of all vehicles licensed as taxicabs;
(D) Upon the discharge of any taxicab driver employed by him or her, immediately report the fact of discharge and the reasons therefor to the Taxicab Administrator;
(E) Cooperate with the Taxicab Administrator in every way possible in connection with the provisions of this section; and
(F) Institute a system of regular monthly inspections of taxicabs and equipment owned and operated by such owner. A record of these inspections shall be kept by each owner and shall be available to the Taxicab Administrator upon request.
